A member of the Latome Village Vigilante Corps. As the Vice-Captain, he assists Captain Oguto. He is a long-suffering man who is constantly at the mercy of the impulsive Captain Oguto—always rushing around to rein the Captain in or clean up after his messes. While usually composed, he is said to be terrifying when angered; indeed, even Captain Oguto is frightened when Velivera gets truly furious.
He is kind to Ivy.
