Sanae Mukuou is a Magical Girl (known as Ruler) that presides over four other Magical Girls (Swim Swim, Tama, Yunael, and Minael) in a temple. She is very strict and commanding, but deep down inside, she truly cares for her subjects. Her ability is to give a command that one must obey.
